Napalm is a skill in the explosives skill tree. The skill is in the fourth tier of the skill tree, and requires Adrenaline Rush or Mana Blast at level 5 to level up. Each point allocated to this skill will grant you a 20% chance to spawn napalm from explosions. At max level, this is guaranteed.

Explosives experience is gained every time an enemy takes damage from an explosion caused by you.
Each explosives Skill level increases explosives damage by 0.5%, for up to 50% at level 100.
